Edward Whitacre delivered the 1999 Chandler Lecture the day after SBC offered $6 billion to make Southwestern Bell the leading Internet provider. When the government realized the industry was changing at a rate outstripping efforts at control, it passed the 1996 Telecommunications Act. This created the competitive environment of today, which required companies to share fiber optic networks, creating more choices for consumers.
